The rural citizens' assembly "Urta kal'a" was formed on the basis of the resolution of the Khakimiyat of the Amu Darya district of the Republic of Karakalpakstan dated April 4, 1997 and was defined as the central rural citizens' assembly. The Urta kal'a RCA includes 3 adjacent mahallas: the Arna buyi RCA, the Dustlik RCA and the Yangiobod RCA. According to passport data from January 1, 2022, the population of the Urta kal'a RCA is 4668 people, including 1580 men, 1486 women, and 1602 youth under the age of 18. A total of 1264 families in 815 households live on the territory of the RCA. According to the Resolution of the President of the Republic of Uzbekistan No. 5246 dated September 18, 2021 on measures to implement the project "Sustainable Rural Development" with the participation of the Islamic Development Bank and the OPEC Fund, the population of the SSG "Urta Kala" is 4736 people (1238 families, 811 households). The SSG "Urta Kala" consists of 3 settlements: "Vakhim", "Nonboykal", "Yusufkhuzha" on 1517 hectares of land. The SSG "Urta Kala" is located at a distance of 8 km from the center of the Amu Darya district of the city of Mangit.
