The rural citizens' assembly "Abay" was formed by Resolution No. 163/03 of the khakim of the Beruniysky district dated March 25, 2004. The total area of the RCA is 6319 hectares. The distance from the district center is km. The RCA "Abay" includes 5 settlements: "Buston 1", "Buston 2", "Kuralpa", "Yangiobod", "81 kuprik". In the settlement "Yangiobod" 1265 people live, there are 293 households. On the territory of this settlement there is school No. 68, a store. There is no kindergarten. In the settlement "Buston" (center) 905 people live, there are 211 households. On its territory are located - school No. 17, state kindergarten No. 26, a market, a store, a pharmacy, Rural family clinic (SSP) No. 8. The population of Buston-2 is 574 people and there are 120 households. There is a private kindergarten for 30 children and a store on its territory. The population of Kuralpa is 1004 people and there are 197 households. There is a private kindergarten for 50 children and a melon market on the territory of the settlement. Children go to school #54, which is on the territory of the Ulugbek rural community. The population of 81 Kuprik is 902 people and there are 184 households. There is a private flour mill, school #24 (for 180 children), and a private kindergarten on its territory. There are 30 straight streets on the territory of the rural community. The total population of the rural community is 4650 people, including 2315 men and 2335 women. Of the total population of the SSG, the number of children aged 3–7 years is 405 people, children aged 7–18 years is 1017 people, and young people aged 18–30 years is 1022 people.
